CALL FOR PROJECT PROPOSALS TO BE FUNDED THROUGH THE KIIWP2 PROJECT - RAB SPIU / PROJECTS FUNDED BY THE INTERNATIONAL FUND FOR AGRICULTURAL DEVELOPMENT (IFAD)
Kilimo Trust, in partnership with the Rwanda Agriculture and Animal Resources Development Board (RAB) and the Ministry of Agriculture and Animal Resources (MINAGRI), through the KIIWP2 project funded by the International Fund for Agricultural Development (IFAD), informs individual farmers, farmer groups, cooperatives, private companies, and joint ventures (cooperative-private sector partnerships) operating in Kayonza District that there is an opportunity for matching grants intended for projects along the value chains of the following crops: maize, soybeans, beans, sweet potatoes, Irish potatoes, cassava, rice, vegetables, and fruits.
Projects to receive matching grants must be related to:
Small-scale irrigation using solar power or motor pumps
Agricultural mechanization tools and equipment
Structures and machines/equipment intended for post-harvest handling of agricultural produce, including: Mechanical maize dryers
Storage facilities (store/warehouse)
Maize storage facilities (hangars)
Drying grounds for crops
Maize threshers
Other equipment/machines used in post-harvest handling
Projects eligible for matching grants are those designed to operate in Kayonza District. Projects seeking matching grants must be filled out and submitted online from July 21, 2026 to August 21, 2026. Anyone wishing to submit an application should click where it says “View Requirements”
Projects received will be evaluated for alignment with the objectives of the KIIWP2 project, and proposal owners will be informed of the next stage.

KIIWP2 MATCHING GRANTS
INVESTMENT WINDOWS AND THEIR MATCHING GRANT CEILINGS
RWF 29,000,000 (Drying shelters, cemented grounds, and threshers).
Crop insurance support: Applicants under this category are also eligible for 50% subsidy of their crop insurance contribution, at a grant ceiling of RWF 14,000,000.
Opportunity 2: Small Scale Irrigation Technologies
Eligible investments: Drip Irrigation System, Sprinkler Irrigation System, Hydrants with hose pipes, Gated pipe System, Rain hose Irrigation System, Portable Rain Gun (small-scale), and other irrigation technologies.
Eligible applicants: Individual farmers, groups of farmers, cooperatives of farmers, agribusiness companies, and joint ventures engaged in the mentioned value chains in Kayonza District.
Grant support: 50% for cooperatives, groups of farmers, and men above 30 years; 70% for women & youth; and 40% for companies and joint ventures.
Grant ceiling: RWF 7,250,000 for cooperatives, groups of farmers, and men above 30 years; RWF 10,150,000 for women & youth; and RWF 5,800,000 for companies and joint ventures.
Grant support: 50% for cooperatives, groups of farmers, and men above 30 years; 70% for women & youth; and 40% for companies and joint ventures.
Grant ceiling: RWF 7,250,000 for cooperatives, groups of farmers, and men above 30 years; RWF 10,150,000 for women & youth; and RWF 5,800,000 for companies and joint ventures.
Eligible investments: Agriculture mechanization equipment (land preparation, planting, crop protection, harvesting, and in-field transportation tools and equipment).
Eligible applicants: Individual farmers, groups of farmers, cooperatives of farmers, agribusiness companies, and joint ventures engaged in the mentioned value chains in Kayonza District.

Request letter signed by the individual farmer.

Copy of National ID.
Land title and/or lease agreement of 5 years from the date of application for the matching grant, located in Kayonza District.
For Farmer Cooperatives
Letter signed by all members confirming willingness to invest jointly.
Copy of National ID of the group representative.
RCA registration certificate.
Land title and/or lease agreement of 5 years from the date of application for the matching grant, located in Kayonza District (where the investment requires land).

For Companies
National IDs of shareholders/promoters.
RDB registration certificate.
Land title and/or lease agreement of 5 years from the date of application for the matching grant, located in Kayonza District (where the investment requires land).

For Joint Ventures
ID of the private sector promoter.
Land title and/or lease agreement of 5 years from the date of application for the matching grant, located in Kayonza District (where the investment requires land).
Letter signed by the private sector actor and the cooperative/smallholder farmers confirming the joint venture arrangement.

LAND REQUIREMENTS
For investments requiring land (e.g., storage facilities, drying grounds, shelters, irrigation infrastructure):
Land must be located in Kayonza District.
Copy of a valid land title or a notified lease agreement.
The lease agreement's duration should not be less than 5 years from the date of the matching grant request.
IMPORTANT NOTES
Selected applicants with promising proposals will receive support from Cordaid to develop or refine their business plans, and will be visited and notified for the next stage.
Approved applicants will sign contracts with Kilimo Trust.
Applicants must implement their own contribution within two (2) months from contract signing.
After verification and valuation of the applicant's investment, Kilimo Trust will disburse the grant.
Both the applicant and Kilimo Trust will pay directly to the supplier/contractor engaged by the applicant.
